eGov Embraces One Billion Vaccination Certificate Issuance Using CoWIN and DIVOC

eGov Foundation embraces issuing one billion vaccination certificates in India utilizing the CoWIN platform and eGov's open-source software package called ‘DIVOC’, a digital infrastructure for Vaccination Open Credentialing.

Built on the ‘make in India for the world’ approach, DIVOC is a digital public good that assists countries in the implementation of national vaccination and other public health programs.
It's an open-source, free-to-use software solution that complies with the World Health Organization's DDCC:VS vaccine certification criteria and has been integrated with India's CoWIN vaccination platform.

DIVOC is available for adoption in other nations under an MIT open-source license.

Apart from providing vaccination certificates through CoWIN, DIVOC was also involved in an ICMR initiative to launch the COVID-19 Report Portal, which allows citizens to easily access and download their COVID-19 Test reports. Each report will include a QR code that is digitally verified and verifiable, allowing citizens to securely carry or show their COVID-19 test findings.

DIVOC is compliant with international standards, simple to implement, scalable, and compatible with other e-health systems. In Sri Lanka and the Philippines, DIVOC has been utilized to generate digital vaccination certificates.

DIVOC was built with a solid technical foundation and effective privacy and security measures, and it can easily interact with other systems that handle vaccine supply, hospital management, identity, and payment services.

DIVOC is a component of the eGov Foundation's DIGIT digital public infrastructure, which has been adopted by state and local governments across India to increase citizens' access to government services. DIGIT is a flexible and foundational digital infrastructure that supports and enables platforms across a wide range of areas, including urban governance, health, sanitation, and public finance management.

eGov, on the other hand, exists to make life easier for citizens in our towns and cities by addressing issues such as urban planning, health, sanitation, and public finance management. Nandan Nilekani and Srikanth Nadhamuni founded the company in 2003. The Bill and Melinda Gates Foundation, Nilekani Philanthropies, Omidyar Network India, and Tata Trusts all support the foundation.

eGov has built the DIGIT platform, a digital public good that can be used by governments, businesses, civil society, and academia to co-create locally relevant solutions, to ensure that every citizen in every city in India can access the services they need from their local governments with ease and transparency. It establishes a level playing field by providing open standards, specifications, and documentation that enable ecosystem players to innovate on the stack.

Mr.Tyagi further went on to say that, “as we recover from COVID-19's attack and resume our regular routines, proper vaccination and certification are critical to a successful return to normalcy. With DIVOC, we are privileged to help the pace and scale of such vaccination rollout campaigns”.
