The page states that, At OpenAI, we are committed to ensuring that AI is widely available and utilized safely. Sadly, a small percentage of developers deliberately utilize the OpenAI APIs in breach of our usage policies. The action is probably intended to strengthen security regarding OpenAI's models as they progress in sophistication. The organization has released multiple reports outlining its initiatives to identify and thwart the misuse of its models, including by groups purportedly associated with North Korea.
